De weeffouten in de EMU hersteld? De toekomstvisie van Van Rompuy

Van Rompuy stelt de juiste diagnose en geeft een aantal goede elementen om tot een echte Economische en Monetaire Unie te komen. De verdere invulling daarvan is essentieel om de unie consistent en stabiel te maken. Dit vereist dat het delen van risico's, via een financiële unie of eurobonds, vooraf wordt gegaan door het effectief verkleinen van deze risico's, door de schokbestendigheid van individuele EMU-landen te vergroten. Bovenal moeten daartoe de waarborgen voor gezonde overheidsfinanciën zijn hersteld, door begrotingsdiscipline en economische hervormingen afdwingbaar te maken. De kwetsbare overgangsperiode vereist een politiek commitment aan de EMU in woord en daad, met een heldere toekomstvisie als anker en een geloofwaardige routekaart daarnaartoe
