Bewijzen energiebeleid baat

Het is wenselijk om de afhankelijkheid van fossiele energie drastisch te verminderen. De vraag is welk beleid hierbij behulpzaam kan zijn. Nederland heeft de afgelopen jaren veel gebruik gemaakt van convenanten in de hoop dat zo het energiegebruik zou verminderen en omgebogen zou kunnen worden in een meer duurzame richting. De literatuur en data voor OESO-landen laten echter zien dat er weinig statistisch bewijs is voor de effectiviteit van convenanten. Instrumenten zoals belastingen, subsidies en regelgeving doen het beter.
