De werkgelegenheid onder ouderen is sterk toegenomen, maar werkloze ouderen, met name 50- en 55-plussers zijn dat vaak langdurig. De oorzaken hiervan zijn niet heel duidelijk en de oplossing ligt niet voor de hand. De levensverwachting is sterk toegenomen, maar de verschillen tussen laagopgeleiden en hoogopgeleiden zijn nog steeds groot, vooral als het gaat om de goede gezondheid. Flexibele pensionering doet recht aan de grote verschillen in gezondheid, arbeidsplezier en levensgeluk. Werknemers met een goede pensioenvoorziening hebben een keuzemogelijkheid. Werknemers met een minder goede pensioenvoorziening hebben een flexibele AOW-leeftijd nodig om zelf te kunnen bepalen wanneer ze stoppen met werken.
